Home Office Circular No. 97/1988 - We are aware that advice has been circulated to a large number of local authorities by Cumbria County Council suggesting that the Statutory Guidance in Home Office Circular No 97/1988, issued by the Secretary of State under the provisions of sections 26(8) and sections 34(2) of the Fire Safety and Safety of Places of Sport Act 1987 (1987 Act), has been “repealed” by the Regulatory Reform (Fire Safety) Order 2005.  

It has been confirmed by the Department for Culture, Media and Sport that the advice circulated by Cumbria County Council is incorrect.  The advice contained in Home Office Circular 97/1988 must continue to be applied by local authorities when determining if a stand is a “regulated stand” for the purposes of the Fire Safety and Safety of Places of Sport Act 1987.

Guide to Safety at Sports Grounds (“The Green Guide”)

The fifth edition of the Green Guide was published on 4th June 2008.  Written by the FLA on behalf of the Department for Culture, Media and Sport, it revises and updates the fourth edition which appeared in January 1997.  It applies not merely to football grounds but to all sports grounds hosting both sporting and non-sporting events.  It remains the most authoritative guide on spectator safety both in Britain and in Europe.

Working in Safety Advisory Groups - A new course, with the aim of giving definitive guidance on the work of safety advisory groups has been launched jointly by the FLA and The Emergency Planning College. The course is run regularly through the year, according to the level of demand.

We believe it will be of great value not merely to new SAG chairs and members but also to those who have been chairs, attended or advised SAGs for some time. It will offer the opportunity both to listen to the experts and to explore issues with them, as well as with, fellow SAG members

Reintroduction of Standing Rejected - Following the recent adjournement debate in which the Minister of Sport rejected the arguments for a reintroduction of standing accommodation at matches in the top two divisions the Minister has now written to the Football Supporters Federation explaining that "the reintroduction of standing would be a retrograde step and not in the wider interests of the game"
